Moran was appointed as Co-Director of the Equitable Policy Department in December 2024, after seven years of managing the planning field in the department, which she joined in 2014. She holds a B.A. in Developmental Counseling and Community Theater from the University of Haifa and an M.A. in Urban Planning at the Technion – Israel Institute of Technology. She has worked in the private and non-profit sectors in urban and environmental planning and resides in Haifa.
